Android Enterprise provides a test device policy controller called Test DPC. Developers can use it to test how their app behaves in a managed context, such as the device owner or within an administrator profile. You can create a work profile and enable work apps. You can also set restrictions on applications, manage security policies, and many other features. This app can also be used as a reference for DPCs.
